If they weren’t minded to sell they wouldn’t have approved it

You just don’t do that on a whim or ‘just in case’. It was part of an agreed plan.

However if they have changed their minds, I would posit that someone else has changed *theirs* - perhaps someone that has now seen the scale of the job in hand, the league position, the quality of players left - and determined that the price should be lower.
