this not a comment on your particular situation ....

as i have idea why you were there or nor an i fishing about why you were there ,that is your business but there is a clue outside ...accident and emergency if people just stopped and asked themself was it an accident yes or no , is it an emergency if you answer no to any of that i would question why you are there
