And it applies to clubs like Chelsea.
They knew Billy wouldn't make it in the first team so they send him out to big him up. (it worked because Brighton are stupid)

As for us we send out one player who we think is going to make it to get some game time.
Another player we loan out knowing he wont make it at this level so we hope to recoup a little money back.
There are just so many different loan levels.
