Depends on the individual.

Some players will never be any more than loans and potentially loans that drive a permanent transfer so clearly the interest is commercial there (e.g. the likes of Carlton Morris)

Then there are the likes of Godfrey, Maddison and Cantwell for whom a loan was a huge step in their development
