All that matters is consistency

They’re rarely given when a keeper challenges for a ball, doesn’t get it, but doesn’t stop the striker sending it towards goal.

Either they’re all pens, or none are. They’re not given more than they are, therefore I’d say the decision is wrong, regardless of whether it is a foul or not.
