No experience with travel companies/ABTA, but in another regulated space we generally try to settle things before it goes to the Ombudsman as we get charged a fee regardless of outcome and it's a complete ballache to prepare for some of these. I assume there's a similar ABTA cost for operators.
So I'd certainly say don't rule out the ABTA approach, particularly if you don't fancy the small claims court.
