We can sign players who meet a given quality metric

Irrespective of nationality rather than being able to sign players of a given nationality irrespective of quality.

The quality metric - as far as I understand things - is being an international for a top 50 country or playing in the top league of a top 50 country. So it's nothing to do with specific countries / agreements and more about the quality of the player.

The comments made regarding settled status for Trybull do make sense, so I can now see why Blackburn got a visa for him.
