Wierd - Uruguay is supposed to be both safe (unusual in S America) and cultured)

+ prosperous. Yet their footballers seem to moan cheat foul and generally p**s people off more than anywhere else - and always have done. As others have said, must be part of the national psyche but odd nonetheless.
