You are right that the Bible has not changed, and that many Christians have changed their views on homosexuality.
But the fundamental Christians have not (see USA and a lot of African and Caribbean countries, and also lighter but still intolerant laws in countries like Poland, Hungary and Russia). But fundamentalism is key here.
Quite a few muslims have also changed their opinions and rules have relaxed in many countries where Islam is the predominant (or even state) religion.
However, the issue here is that Salafism is a fundamentalist form of Islam, and will never change its views for that reason. It is not possible to relax fundamental religion as it is literal acceptance.
The only way to change the laws in Qatar is to move away from a fundamentalist form of Islam, OR to separate state from religion and neither is going to happen while the royal family is still in power. Therefore my suggestion that it would require revolution.
