The Wolfenden Report had recommended decriminalising male homosexuality (there had never been a law against female homosexuality) and by the World Cup law reform was well underway with strong public support

So hosting the WC had nothing to do with liberalising our laws - we were doing it already - and hosting the WC won’t have any effect on a strongly Muslim state
