They tend to have lists of people who they would hope to attract. Just like signing players it’s not a perfect science, unless you are willing to do the dirty and line up a successor whilst the current manager is in post.
I’ve never understood why people felt the appointment of Smith completely deviated from this. I can believe that he had been on Webber’s radar and he ticked a lot of boxes, including prem experience. He wasn’t the romantics choice (hello Knudsen!) but it was a very understandable choice.
