Some of Europe perhaps. Most EU countries have built up their gas reserves way higher than

the UK has. So am not sure they need our help to be honest.

However, I think you're absolutely right that any fracking activities permitted in the UK would 1) see most of it exported and 2) see most of those profits go into the energy giants who would of course offset it against the "infrastructure investment" of doing it in the first place.

So end result is damage to the environment, potential damage to British citizens' homes, no reduction in energy prices and no tax income from it.

Only one party is winning there. Well, one party and their investors.
