Not sure having someone lined up is that easy. Other than an internal succession or

restricting your candidates to those managers already out of work (which is always changing) the people you really want are those who are in a job and doing well at another club who you can't approach and so can't be certain will take the job. the best you can do is have a wish list which I suspect is all Webber had last time.
