could it be fear of infection

someone could accidentally puncture their skin while trying to dispose of them

just checked with my pharmacist wife or should i say ex pharmacist and where she worked they were part of a scheme where drug user bought in used needles and they never handled them , they got the user to but them into a container

her advise is that in future if you must clean up used needles is to get a dust pan and brush and to brush them into the pan

and never handle them directly
