until the refs start booking players for time wasting a lot earlier

in the game we will just go around in circles discussing it

all it will take is for the FA/PL/EFL to remind refs that they can book a player at any time for time wasting and to encourage them to do it

at every game in the stands is an assessor who write a report on the refs performance , so any failure to act on time wasting can be captured and the ref can get feedback

it doesn't need a new law , just the current law implemented
