I would guess that the 4.9 miles is only those that have wristbands there will be others..

..."queueing to join the queue"

i.e. If you have a wristband you are guaranteed that you will get in there will be people waiting to get on the back of the queue because no-one is going to turn up and walk away simply because the official queue stops at 4.9 miles.

This will stop any whinging of "They gave me a wristband but wouldn't let me in"

I seem to remember back in the day when there was a large season ticket waiting list (which cost you a £50 deposit) they closed it off and then had a waiting list of those waiting to get on the waiting list which was free to join and this is similar.
