I think it's fair to say it's become more of an issue since the pandemic

which affected Champ clubs a lot more than PL clubs, and has therefore given a larger than usual boost to relegated teams, which have been able to hang on to star players like Emi, Sarr etc, and spend more on transfers than other Champ clubs (like buying Sara for £6m+ and Nunez for £3.5m).
