Sounds to me as though...

they are waiting until tomorrow to see if the swelling goes down so they simply don't know yet if he'll be fit or not. While he can't get a boot on it's hardly Pukki just "declaring himself unavailable". Not sure he could fake a swollen foot. Even if the swelling goes down it might still be too painful to play (which I guess is the bit only Pukki will be able to tell)
