So why are children allowed in the front rows of stands? (the risk of being hit by a ball is much greater here)

So why are elderly fans allowed in the upper tiers of stands, where the rake of the stands is much steeper than elsewhere?

Why are those with pre-existing cardiac issues allowed to attend sporting events where elevated levels of excitement could risk a heart attack?

Risk exists, but there are limits to what the authorities should do.
