to ensure that no harm comes to anybody

Someone .. Somewhere would have done a risk assessment on the chances of someone being injured from a ball kicked into the crowd , and from that risk assessment would have put into place controls to ensure the risk and injury is as low as reasonably practible

and it looks like one of the controls is no children of a certain age being allowed into Carrow Rd on match day
