say ring the agency/landlord. Agency says it's the councils responsibility. So, I now don the gloves once a week and pick them up and put them in an old paint pot I've put in the shed. Amazingly, they won't put their needles in the paint pot, instead just leave them on the floor. It's all rather tedious and depressing.
