Adding to that

Maddison is a very talented player but he's not been enough to push them into the serious perennial title contenders that they had hoped to be (not blaming Maddison, just that the sum of him and his surrounding parts just not good enough for that).

He pissed of the England setup who have focused around other players, and possibly also a style which doesn't suit him, and so they probably feel that he's not the young talent anymore and not getting the exposure as a major international player that they had expected either, and consequently now is probably the time to sell to make any profit on him at all allowing them to rebuild.
