Prem don't care about that

you're never going to get more than 4/5 teams capable of winning the title any more - haven't done for years. At least virtually everyone else will feel they have a shot at UEFA Cup (or fear getting relegated). The weaker the bulk of the Prem the better the chances of promoted teams - more teams you can get points off (if you try)
