I'm not really sure what the criteria was for being "allowed" to purchase on Tuesday's Ticketmaster Pre-Sale other than having a Ticketmaster account, but it let me. I did get them mid morning when things had died down. However what I would recommend is going onto Twickets online or on their App and setting up an alert and then over the next few months tickets will become available and you will only pay Face Value plus Twickets' fee.
