Given that the following nations are represented in the first qualifying rounds, I would hazard that the 'pool may not be throwing their big guns in to action too early:

Iceland, Malta, Leichtenstein, Northern Ireland, Ireland, Wales, Armenia, Albania, Luxembourg, Faeroe Islands, Kasakhstan, Andorra, San Marino.
