Where’s the leader, City? nevermind the governance

We were sold the idea that Webber was the former then he decided it wasn’t him re BK8 and now he is ‘just’ one of 6 rather than one of 3. And now he doesn’t care if he goes tomorrow or not.

So who is providing the vision? The strategy? Setting the tone of the organisation? Making sure everyone is doing their job? Who makes the key yes/no decisions? Who has their neck on the line? Who does the buck stop with?
