Russian artillery is as equally devastating as tactical nukes on military targets and they know what will happen if they launch any indiscriminate tac nukes on civilian populations

I'd even imagine they would stop short of chem/bio weapons on civilian areas (though hybrid targets like the Mariupol steel works will probably get it as some point)
