doubt it makes a lot of difference at that early stage

doesn't inconvenience Slovakian teams too much (not as mucha sit would Liverpool) to play an earlier round (as their season is alredy in progress so they'll be match fit) and they'll be unlikely to get knocked out as the Preminary qualifying round is for the likes of the Welsh and Irish champions. And the Slovkian FA will be pleased as they get an extra UEFA spot (the one Liverpool gave up)
