In the past I have been stuffed with US FET, Irish income tax, and Luxembourg taxes that I am told that I cannot recover under any dual tax treaties even though I have never visited those countries.
As a country we roll over too easily on taxes and other countries (not individuals) take advantage of this.
My old company had a policy of shipping out tired/retiring senior execs to Bermuda for a couple of years in order that they could get the benefits of being resident there on their final payoffs and avoid taxes.
With a more robust system (and a change in the way that taxes are viewed) taxation as a share of individual income would be lower.
As a community if the cost was spread fairly (which is a different debate) then no one should avoid or evade the costs of running a country.
