Could be a bit of a mistake by Ukranians as well

especially given that it's probably not true. Surely they should be doing everything possible to make a clear distinction between civilians and soldiers. Not blurring the lines between combatants and non combatants, that can give Russia any kind of excuse for attacking civilians.
