Why are some countries with huge populations so s**t at Football?

Two examples would be China and India.

Before anyone suggests those countries don't play much football, they surely have relatives (ala Irish Grand parents rule) that would qualify them.
Is it just that the great athletes in those countries go into alternative sports. Is it that simple. It might be.
