FA won't be keen to appoint a manager without top level club experience (Champions League), but none of the clubs likely to be in the Champions League are any more prepared to gamble on a manager inexperienced at that level than the FA are.
So its chicken and egg. Without top level experience you can't get the top jobs, but unless you get a top job you are unlikley to get top level experience.
If any English managers are serious about the England job they should try for top level experience by managing a foreign club that will play in the CL, or a foreign national side.
Doubt any of them are keen enough on the England job to take that risk.
