FFS - When did they decide 16/17 year olds not getting 2nd vaccine?

We've booked to go to Berlin for a few days before xnas, but from what I can make out, our 16 year old daughter wont be allowed entry because she's only had 1 jab and it seems wont be offered another till she's 18!
