Great question! I would've probably said Liverpool til they blew it with the Super League

But beyond that: Leicester were hardly much bigger than ourselves until they were taken over. Now, the gulf between us is Grand Canyon-sized. Is Leicester as a place more attractive than Norwich? No. Yet it'll never happen to us.

Beyond that, Brighton in a sense - but they're heavily in debt, aren't they?
