I think it would be a huge mistake.

You currently have those 18-20 teams fighting over 30-40 different trophies (we will include CL places a trophy of sorts) across various countries.

If you have those 20 teams together there will be less "winning" because only a few teams can win anything.
The vast majority of the SL teams will be mid table nothings.
They will get to find out what a top 26 team like Norwich feels like. Good enough to get there and compete but not good enough to have a chance at winning anything.
