How do you defend a free kick? If your wall is in the area and the freekick hits someones head is that a penalty?
If not what's stopping a player deciding the block the freekick with their head if there's no consequence?
I suspect the amount of headers that happen in a game have reduced in the last decade or so anyway.
Better way would be to find ways to reduce the use of heading in training, and as teams get less good at it styles will adapt.
