Has anyone had any issues with 3D payments today? (I've tried a GIYLF, no luck)

I've tried multiple cards, devices, browsers & connections but had issues making payments this morning to two different online vendors.

Assuming that this isn't a wider issue, does this mean that all of my cards have been 'flagged' as potentially dodgy activity?
