well actually she was arrested for an actual offence

and that's probably why it was able to happen - otherwise you would like to think most savvy people would not agree to be hand cuffed and taken into an umarked car by someone in plain clothes flashing a laminated piece of paper.

(whether it is lawful for an off duty coper to arrest someone, I don't know and nor would she have known. But it was an arrestable offence, and people were getting arrested for it, so it's easy to see how she was duped into going with him.)
