"7th or 8th acceptable"

So, NW believes that finishing 7th or 8th will be an acceptable season's work.

This begs the question of his targets for the season. In most performance related jobs you are told what is expected of you for the forthcoming year/month/season.

Did the board tell NW that 7th or 8th was acceptable? - shame on them if they did - has he convinced (bulls**tted) them into believing that this is acceptable? - or worst of all - was he set any sort of target?
