I don’t think they even did change their mind. When the intention was first announced,

I thought at the time that it was such a long gap between the announcement and the date they were planning to implement it, meanwhile opening up without it, that it was simply a threat to encourage vaccinations among the younger population. I expected them to announce scrapping it a little closer to the time than now but still not at all surprised.

So the anti-vaxx troll account actually accidentally touched on the truth IMO.
