That is the other side of the argument, which I have some sympathy with.

Criminal responsibility is from the age of ten, regarding that.

I think my point is, he wasn’t punished (it wasn’t technically a crime at the time, I’d guess). If he’d done his time, so to speak, then I’d certainly agree.
