In this context, that is the goalkeeper reaching or potentially being able to save the ball.

I don’t see how you can interpret it any other way. If Todd being there does not prevent the keeper from playing the ball it’s not an offside offence as he’s not interfering.

I saw zero evidence of them looking at that on VAR. they needed to. Plus also the sight line.
