It's not like Football Manager or Fifa 20xx, you don't have a budget of £X and the market supplies choices of players all of whom will sign for you if you pay enough of your £X for them. It's much more fluid and complex than that, and players and their agents are real people, not objects you can buy and sell like furniture.
If we don't get a DCCDM and a CB I've no doubt Stuart Webber and his team will be at least as disappointed as me about it. Completely valid to share and vocalise that disappointment, we surely all feel it quite deeply.
But is there evidence that they haven't tried hard enough, or have neglected these positions in their efforts? Literally no club has a 100% transfer success rate, either in terms of securing their targets or in terms of their targets working out once signed. I tend to think we punch a bit above our weight - our resource constraints force us to work that bit smarter - but literally no club will have secured everything they're after, and it's not negligence, just the real world.
