If you were sniffing for one word only, it's already a huge feat of technology these days.
I'm sure it would be recognise 70% of the utterances of the word "bomb", but would miss a lot of accents, and probably 50% of the matches would turn out to be other words mis-interpreted.
Of course then you would have to recognise the word "bomb" in about a zillion languages. Then the other thousand "bad" words in all those languages. Then you'd have to try to pick up context, even in slang / dialect.
Plus, the EU laws (quite stringent) on legal intercept don't go anywhere near covering that level of intrusion.
