With respect, not necessarily. The club might have doubts as to a player's personality,

however if they can get a transfer done at decent value then it may be a risk worth taking (i.e. if the clubs doubts prove to be unfounded). If the player's wage demands however are such that the risk outweighs the potential benefits and the club decide not to meet them, then you could conceivably get a situation like this.

I'm not saying that the above is what has happened in this case, however I disagree that based on SB's input it should be implied that the club would have been happy to sign the player irrespective of personality.
