London congestion charge

Anyone ever had to pay this? I had to make emergency trip last night and skirted with the zone but don't believe I entered it and think I was there out of operating hours.

I was expecting to be able to enter my details and check if I owe but all I get are options to pay without confirmation that I owe anything.

Anyone ever used this system and know if there is a definitive place to check if you owe, rather than just writing them a virtual cheque?
