South Stand cost approx 60% of 02-03 turnover

If a new Main Stand is built during PL tenure then the comparative percentage will be less than 50%.

So by one simple measure, cheaper.

A new Main Stand is going to need more bells & whistles, far superior interior fit-out, will involve structural challenges (floodlights, infills) and has a live road within feet.

Believing it should only cost £20m is not going to make it happen!
