Well, the relevant bodies (i.e. Uefa, Fifa etc) are the ones that decide where the line is

As the article says, some sports have stripped Hungary et al of events due to their respective positions on LGBT and other issues.

As for where the line is drawn, that's clearly up for debate but I don't think it is too difficult to differentiate between many western European countries with their eastern counterparts on such issues where the latter are directly legislating against LGBT rights.
