I think if they needed to win the game, there would have been much more attacking changes and urgency. So it's difficult to judge.

Playing a midfield of Rice, Phillips and Mount already has half and eye on playing better teams. Whether it will be good enough to beat Germany or Portugal is impossible to say - because England could play really well against those teams and still lose. But games against those teams would have a completely different shape and rhythm to the game against Scotland.
