I think it depends how you go about it

Liverpool have spent a fortune on their redevelopment by doing it whilst keeping the developing stand open. It could be done a lot cheaper by knocking the stand down and rebuilding (I.e south stand to jarrold). That comes with it’s own logistical problems though which is a big stumbling block
